I recently returned from a vacation in Austria for the euro cup. My friend (a consultant... so he's constantly traveling) recommended a prepaid international sim card. It's much cheaper than paying roaming charges, and it's very convenient to add funds to it (either from your phone or online). It works just about anywhere a GSM network exists, and as long as you have an unlocked GSM phone, you can bring it with you on trips wherever you go.

This is where I got my sim card: http://www.onesimcard.com
