US residents renting in the US still have to pay the full underage fee (which is usually around $27 a day) even with the Costco card. The Costco card will still give you savings off the base rental price, but not with the underage fee. But keep in mind that's according to the one guy at the counter at DIA in November 2008, so it would be worth it to call your local Budget place anyway.
