According to Wikipedia, the Hydropolis project in Dubai has apparently been scuttled due to cost and “concern for the marine environment” which is a joke, given the environmental changes already evoked by the 3 Palm and 1 World projects.

It’s more likely the case that they couldn’t find any water deep enough close to shore to build it. Also, I dive frequently in the waters off Dubai and the water quality is murky on the better days, and pea soup on the bad days.
