		<description>since judgment on who gets fined is subjected to individual will (TSA staff), it seems kinda unfair. If you can charm your way out of it, you don't get fined. On the other hand, if you just piss them off, you could get fined, too. 

if they want to impose a fine, they should put a big sign with guidelines on what and who gets fined.</description>
