		<description>since judgment on who gets fined is subjected to individual will (TSA staff), it seems kinda unfair. If you can charm your way out of it, you don&#039;t get fined. On the other hand, if you just piss them off, you could get fined, too. 

if they want to impose a fine, they should put a big sign with guidelines on what and who gets fined.</description>
